Emily Rosenoff is the director for the Division of Long-Term Services and Supports Policy within the U.S. Department of Health and Human Services (HHS) Office of the Assistant Secretary for Planning and Evaluation (ASPE). The division covers issues across the spectrum of long-term care, including nursing homes policy, post-acute care, and home and community-based services (HCBS) policy. Over the years, Emily’s portfolio has included a focus on the intersection of housing and health, and community-based settings. This includes homelessness, housing with services for older adults, assisted living policy, and Medicaid home and community-based services (HCBS) policy. Emily also helps to coordinate HHS work on homelessness, and regularly works with HUD, VA, and other federal agencies.
