Emily Rosenoff is the director for the Division of Long-Term Services and Supports Policy within HHS’s Office of the Assistant Secretary for Planning and Evaluation (ASPE). The division covers issues across the spectrum of long-term care, including nursing homes policy, post-acute care, and home and community-based services (HCBS) policy. Over the years, Emily’s portfolio has included a focus on the intersection of housing and health, and community-based settings. This includes homelessness, housing with services for older adults, assisted living policy, and Medicaid home and community-based services (HCBS) policy. Emily also helps to coordinate HHS work on homelessness, and regularly works with HUD, VA, and other federal agencies.
