Bio

Mr. Quarles currently serves as the Director, Grant and Per Diem (GPD) National Program Office, Tampa, Florida. He has served as the Director since 2012. As Director, he is responsible for the overall management and administration of the GPD program nationally; and ensures GPD-funded community-based programs provide quality services to homeless Veterans. The GPD program has over 600 operational projects, with over 12,500 transitional housing beds. Prior to this, Mr. Quarles was the Clinical Manager for the Grant and Per Diem Program National Program Office from 2006 until accepting his new role in 2012.

During his 26-year VA career, Mr. Quarles has had increasingly responsible experiences within the Department. He has directed vocational rehabilitation programs and residential services at the Cleveland VA Medical Center. He also served as the VISN 10 Network Homeless Coordinator from 2000 till 2006. Prior to his VA career, Mr. Quarles was the Director of a residential Substance Use Disorder treatment program for adolescents in Cleveland, Ohio.

He is a member of the VA CARF Accreditation Steering Committee (2007-present), and VA Homeless Learning Advisory Council.

Mr. Quarles has a Bachelor’s of Arts Degree in Psychology and Sociology, a Master’s Degree in Rehabilitation Counseling and maintains his license as a Licensed Independent Chemical Dependency Counselor.
