Bio

Michelle Daly is a Lead Public Health Advisor in the Co-Occurring and Homeless Activities Branch in the Center for Substance Abuse Treatment at the Substance Abuse and Mental Health Services Administration (SAMHSA).  Ms. Daly serves on interagency workgroups and supports SAMHSA’s grants and contracts portfolio associated with individuals who are at risk for or experience homelessness.  Ms. Daly has over 20 years of program development and monitoring of social service agencies in the public and private sectors and her content expertise is in the areas of substance abuse, mental health, homelessness, mental health transformation, housing and youth and women’s services.  Her functional expertise is in policy development and analysis, technical assistance, and statistical analysis. Ms. Daly received her M.S.W. from the University of Michigan’s School of Social Work and received her B.A. from the University of Virginia in Economics and Philosophy.
