Carl started work in homeless services in the late 90's in Philadelphia for Bethesda Project and Project Home, conducting street outreach for the latter. He has followed with 22 years of direct service work addressing homelessness and hunger issues in Philadelphia, Chester County PA, and the state of Connecticut. Currently working on Youth Counts in Connecticut and strengthening outreach coordination to include secondary school partners.
